The announcement dated August 12, 2025, brought changes to the TSP certificate, the YTAK scope, minimum amounts, and interest support.

A regulation directly affecting the investment environment in Turkey came into force on August 12, 2025 (Official Gazette number 32984). We have summarized the main changes for you.

What Changed? 

• TSP certificate (Investment Project Technology/Strategy Score Notification Document) is now explicitly included in the legislation.

• Support scope expanded: Investments within the scope of the Strategic Priority Product List (Appendix-1), Technology Areas List (Appendix-2), and Project-Based Investment Incentive System will continue to be supported, while investments under the Turkey Century Development Movement Program will also benefit from the YTAK opportunity.

• Application right is preserved: Since they are included in the Appendix-1/Appendix-2 lists, the YTB unregulated projects continue to have the right to apply for YTAK.

• Minimum thresholds updated: For the YTAK Financing Program, the requirement of total investment (including R&D) ≥ 1 billion TL and last financial year equity/paid-in capital ≥ 50 million TL will be sought.

• Strategic stocks can be counted: If the Technical Committee deems it appropriate, final product/intermediate input strategic stock investments may be included in the TSP project size.

• Interest support rule clarified: There is no YTB interest support for the financing within the YTAK scope; however, interest support can be obtained for other loans within the investment scope.

• TSP revision: A maximum of two revision rights were granted for the TSP Certificate; there must be a minimum of 6 months between revisions, and retroactive requests will also be evaluated.

• The current path is open: Applications for Strategic Investments within the scope of the decision number 2012/3305 can still be submitted to the Ministry.
